Health and wellbeing depend on many different factors, from scientific discoveries and prevention to frontline health care delivery. The Global Health Policy Lab (GHPL) focuses on one essential part of that ecosystem: the policies that create the conditions for better public health.

Where GHPL fits in the global health landscape

The health ecosystem comprises four broad groups of actors: the public sector (governments that make and implement laws, policies, and services), academia/researchers (who test hypotheses and generate scientific knowledge), the private sector (companies that design products and build technology), and the general population (communities and individuals whose lives and choices both shape and are shaped by health systems). Each of those plays a vital role. Yet across all of them, rapid, comparable, and actionable policy evidence and insights remain limited.

GHPL fills that gap by making existing health policy information and insights accessible, usable, and, over time, GHPL aims to support the drafting of policy itself.

Where GHPL fits in the global health landscape

Why is this important?

Having access to current and historic health policies facilitates a better understanding of the wider health policy landscape and common or even best-practices (for example from other countries with similar disease burden or health system set-up). This can also serve as the basis to evaluate and appraise health policies in view of necessary updates or additions towards addressing specific health issues. Similarly, enabling policymakers to communicate their hands-on experiences and insights helps shared learning.

What does GHPL do specifically?

GHPL supports policymakers by collecting, curating, and making health policy documents and insights to accelerate and strengthen real-word policymaking.

We organise this work across three connected areas of activity:

The GHPL Digital Repository for Health Policy and Policy AI-Agents

The GHPL Digital Repository is an AI-enabled platform that brings together officially-adopted health policy documents from around the world. It launched in its first version in October 2025 and is designed to expand continuously by inclusion of further health topics, document types, countries/regions, and languages. In parallel AI-enabled tools for policy identification, summaries, synthesis, analysis, and ultimately drafting are being developed and accessible through our Repository platform.

To create the Digital Repository, GHPL partnered with the African Institute for Development Policy (AFIDEP) and SICABO Consulting to map existing digital resources. This landscape analysis identified 59 and assessed in detail 15 global health policy repositories — evaluating their scope and content, with a focus also on accessibility and usability gaps. These findings directly shaped the design of GHPL's Repository platform.

To support clarity and ease of use, GHPL developed a Glossary of Key Health Policy Terms, offering collated reference definitions for health policy concepts.

Health Policy Insights

The Health Policy Trend Report is GHPL's flagship policy insights output. The first edition, co-developed with African Population and Health Research Center (APHRC) and UNITE Parliamentarians Network for Global Health, was published in spring 2026.

It provides a forward-looking view of how health policymaking is evolving around the world, drawing on:

The first report highlights challenges policymakers face, showcases practical solutions, and offers insights that support stronger, more inclusive, and more sustainable health policies.

Future reports, designed as a global public good, are intended a resource for governments, institutions, and practitioners seeking to anticipate emerging issues in health policy and adapt effective approaches.

We also engage in policy consultancy and policy briefing on specific health topics or current affairs on an ad hoc basis. We do this for example through conduct of policy analysis or provision of expert guidance on health policymaking.
